Technology Program Management Leader

Position Overview:
The Technology Program Management Leader will work with the Chief
Information Officer (CIO) and will operate as a peer with the other
Chief Technology Officers of the businesses, internal systems, and
technology operations.
The Program Management Leader will provide leadership and strategic
direction to establish a central Technology Program Management
function that:
- Manages end to end project delivery
- Facilitates capital management and resource management
- Develops development and operations processes that produce better
quality products for our customers
- Develops the metrics strategy and plan to improve transparency of
technology services
The Technology Program Manager will lead the PMO as well as matrix
manage a small staff of methodologists, practitioners, quality and IT
metrics professionals and performance improvement experts. These
people will work across business unit and functional lines to create a
cohesive road-map for moving new project management and life-cycle
management practices forward.

Qualifications:
Critical Competencies for Success:
- Project and Program management. Ability to lead and manage a large
portfolio of projects and programs to complete on time, on budget and
with quality.
- Methods and process pragmatism.  The implementation of a new methods
platform with industry certifications (CMMi) will require an executive
with a pragmatic understanding of the possibilities and the correct
roadmap for moving new methods into place.
- Off-shore savvy. The Program Management Leader must understand
implicitly the issues and assumptions that come with running
development and operational programs in multiple countries.
- Cost-benefit-performance cognizance.
- Strategy sales and enlightenment. The new program management
strategy must be articulated, sold to the business and then
implemented.
- Building and leading teams.  The new executive will need to assess
the current resources and structure the team to best leverage all
direct and matrixed resources.

Responsibilities:
- Serve as the single point of accountability for strategic program
management and create and manage the methods, metrics and IT standards
for the company.  This includes representing the vision to the
business, as well as serving as the focal point for governance on
program management.
- Ensure that strategic Program Management standards are created,
maintained and communicated across all relevant business units and IT
groups within the organization while maintaining control over
adherence to standards.
- Establish procedures and policies for nomination and presentation of
IT functional requirements and system change requests and deployment
scheduling and testing participation of applications.
- Establish, participate, and maintain relationships with business and
technology groups within the organization to remain appraised of
project status and direction, status of strategic planning
assumptions, issues, risks, functional and integration issues.
- Provide strategic technology, methods, tools and related process
research, as well as program management and project techniques
consulting support to business and information technology groups
within the organization. Advise on options, risks, cost/benefit
analysis, project turn-arounds, integration issues, and impact on
other business programs, technology solutions, and system priorities.
- Overall, act as the deputy CIO in leading the transformation of the
Global Technology organization.
Position Requirements:

The Program Management executive should have 12+ years of hands-on
experience planning and running complex multi-project IT programs with
significant success in implementing methods, quality, performance
optimization and cost-control solutions. The PM Leader must have a
broad knowledge and background, as well as skills in applying
functional concepts in these areas:

Given the aforementioned skill sets the Program Management Leader must
also demonstrate:
- Experience working in both the consulting industry and the corporate
environment.
- Ability to perform business process modeling and requirements definition.
- Experience with application lifecycle management.
- Experience with delivering large IT projects.
- Experience with project management tools such as Microsoft Project,
SuperProject 5.0, SureTrack Project Manager, TurboProject and Open
Plan and RiskyProject.
- Experience in large-project management involving cross-functional
teams and complex delivery plans; insight into program management
design and approaches.
- Experience in planning, budgeting and coordination of resources for
complex programs in support of multi-national and off-shore operations
supporting development, analytical and information processing
environments.
- Experience in cost-benefit analysis approaches with development of
metrics in support of results tracking and success measurement.
Education:
- Bachelor of Science degree in Computer Science, Engineering or
closely related field required
- Masters Degree or higher preferred
